The Director of New Mandates & Interplan Affairs leads the New Mandates & Interplan Affairs Department ("NMIAD"). NMIAD is responsible for ensuring successful management of BCBSKS's work with the Blue Cross and Blue Shield Association (BCBSA) Inter-Plan program and the initial implementation and operationalization of new mandates (including BCBSA requirements, state and federal regulatory requirements, URAC requirements, and other "New Mandates" that require significant and cross-divisional implementation work. The department acts as a liaison between BCBSA and Blue Cross Blue Shield of Kansas (BCBSKS) regarding the Interplan Program. The department champions Interplan Program changes with BCBSA and other Plans that support key BCBSKS commercial and government markets strategies and objectives.

** This position is eligible to work hybrid (9 or more days a month onsite) in accordance with our Telecommuting Policy. Applicants must reside in Kansas or Missouri or be willing to relocate as a condition of employment.

What you'll do
  • Represents BCBSKS in highly visible and influential roles, acting as liaison to BCBSA and other Blue Plans, including serving as Interplan Executive, and serving on BCBSA committees and in other Blue System contexts.
  • Understands and remains informed on all general facets of BCBSA systems, processes, integration points, obligations, and mandates between BCBSA, BCBSKS, and our Blue System partners.
  • Provides a primary point of accountability for coordinating and operationalizing compliance with "New Mandates," which include new, complex Interplan, regulatory, or URAC requirements as determined by appropriate leadership (Steering Committee, Executive Leadership Team, etc.).
  • Coordinates broad, multi-departmental initiatives and serves as interim business owner for New Mandates during early stages of implementation; recommends operational lead department once implemented, and collaborates on business lead transition plans.
  • Engages with BCBSKS Legal, Compliance, and Government Relations departments to understand state and federal mandates and help ensure BCBSKS' implementation response is sufficient.
  • Ensures all BCBSKS leaders are informed on key BCBSA issues, initiatives, and Blue System requirements.
  • Troubleshoots Interplan issues with appropriate internal teams on behalf of BCBSA and/or Blue Plan partners. Coordinates resolutions and communicates outcomes.

What you need
  • Bachelor's degree or 8 years of relevant work experience
  • Significant Inter-plan or government mandate implementation experience with a proven track record in a complex organizational environment.
  • Five years management or leadership experience required
