has been retained by a growing Federal contractor with a great culture to identify an Environmental Protection Specialist. The skilled Environmental Protection Specialist will provide expert, authoritative advice and analysis on areas that involve coordinating and evaluating public policy on climate change affecting all aspects of transportation; legislative and regulatory proposals affecting these areas, conducting studies and analyses, researching and developing requirements, and drafting or reviewing guidance and policy statements related to climate change. The contractor supports the office's role as the focal point for the review and coordination of the Department's transportation policies, priorities, and objectives around climate change. Work performance required as follows:

As the Environmental Protection Specialist you will;

  • Provides expertise on the development, coordination, and evaluation of climate policy affecting all aspects of transportation.
  • Ability to communicate effectively, both orally and in writing, to convey complex information to a broad audience, including top-level agency officials.
  • Expert skill in designing and conducting strategic program studies, which may be characterized by very broad or changing parameters to function as technical authority for these programs.
  • Expert knowledge of a wide range of qualitative and quantitative methods to assess and improve the environmental program.
  • Expert skill in providing support of environmental programs to ensure compliance on a range of subject matter areas, to include air, water, and land pollution; noise pollution; hazardous waste management and disposal; environmental cleanup; National Environmental Policy Act (NEPA) documentation; environmental management research and development; Environmental Quality Awards; and environmental training.
  • Comprehensive knowledge of environmental program requirements, federal policies, and procedures.
  • Mastery of the environmental protection field sufficient to serve as a subject matter expert.
  • Provides direction and/or advice to the Director on key decision points and helps to ensure that policy decisions, strategic plans and reports are accurate, timely, and adequately documented.
  • Evaluates program functions, policy initiatives, and studies related to climate policy. The studies involve analyzing and formulating Departmental policies, plans, and guidelines related to climate policy affecting all aspects of transportation. The incumbent advises the Director and the Assistant Secretary for Transportation Policy, the Under Secretary for Policy, and the Secretary regarding climate change and related policy issues affecting the transportation sector.
  • Supports Departmental efforts on climate change to ensure consistency with existing environmental laws and regulations while exploring innovative new strategies for transportation project development and delivery.
  • Conducts research on environmental issues in transportation; specifically, greenhouse gas emissions, reduction strategies, climate change impacts and consequences. Works with modal administrations to adopt innovative environmental partnerships.
  • Conducts reviews of case studies and reports on climate policy and proposals to determine the impact on proposed policy recommendations. Prepares briefings of policy recommendations for review, consideration, and approval by the Director and the Assistant Secretary for Transportation Policy.
  • Provides support for developing and coordinating policies and programs related to climate policy within DOT, and in relation to other federal agencies.

Your background will likely include the following;
  • U.S. Citizen
  • Ability to obtain a public trust clearance
  • Minimum Years of Experience: 5 years' experience applying progressively responsible and in-depth principles, concepts, and practices related to environmental impact on program activities.
  • Minimum Education Required: Bachelor of Science Degree
  • Experience and comfort with MS Office products
  • Desire to work on a team in a collaborative culture and face directly with clients
  • Creative problem-solving ability and a consultancy mind-set
  • Experience working in teams to produce high-impact work products, reports, and other deliverables in a fast-paced environment
  • Ability to view problems from multiple angles and apply a variety of solutions to solving them
  • Clearly articulating the value-propositions and preparing final drafts of major deliverables assuring quality control
  • Desired:
  • 2 years of experience in the Management Consulting field
  • Ability to travel 10% of the time
