Job Description:
This position manages grant and energy financial incentive programs and resources available to communities and groups across the State and devises action plans to help those communities access State and Federal financial and technical resources.
This position networks within communities with individuals and groups including disadvantaged groups to create positive social impact through the development energy efficiency and energy resiliency incentive programs, while raising community awareness and support for the programs. Meets with community members and officials, engages in program project planning, connects people with necessary program resources and creates informational materials and reports. Maintains community relationships, interacts directly with the public and helps devise energy incentive programs and campaigns to reach specific groups.

This position is a financial incentives program expert and is responsible to facilitate the development and implementation of, but not limited to, the following programs:

Energy Efficiency Revolving Loan Program - Provides cleaner schools for our children and teachers by providing low-cost financing for energy efficiency and renewable energy improvements at public school facilities, which will reduce energy costs in our schools and improve teacher and student health by improving indoor air quality.

Energy Efficiency and Conservation Block Grant Program (EECBG) - Provides grants to communities, cities, states, U.S. territories, and Indian tribes to develop and implement clean energy programs and projects that will create jobs.

Grid Resilience Formula Grants Program - Designed to strengthen and modernize Nebraska's power grid against wildfires, extreme weather, and other natural disasters that are exacerbated by changes in climate.

Inflation Reduction Act Home Energy Efficiency Rebates - Home energy rebate programs that will help Nebraska households save money on energy bills, upgrade to clean energy equipment and improve energy efficiency, and reduce indoor and outdoor air pollution.

Dollar and Energy Savings Loan Program - Helps Nebraska residents, local businesses, school districts, and municipalities make their homes and buildings more energy efficient and helped them reduce energy bills by providing low-cost financing for energy-efficient equipment and projects.

  • Assists in the coordination, planning, and promoting of state and federal financial incentive programs. Assists in the formulation and administration of guidelines and procedures for allocation of state funds provided in a grant program.
  • Promotes state and federal funded energy programs by contacting internal and external stakeholders.
  • Participates in conferences and seminars to promote energy-related initiatives.
  • Provides responses to inquiries and questions about energy incentives and programs from individuals, groups, or communities.
  • Prepares educational and informational presentations for internal and external trainings and workshops.
  • Responsible for informing program participants of key dates, deadlines, timetables, and other applicable information that will provide for optimum implementation of grant programs.
  • Responsible for interpreting federal mandates as applied to grant programs and suggests future courses of action based on the mandates.
  • Provides technical resources and program information to program participants. Conducts on-site monitoring visits to grant recipients. Interprets program policies and guidelines for program participants.
  • Assists with the administration of Dollar & Energy Savings Loan (DESL) program and provides support for the processing and implementation of the program.
  • Assists with the energy grant management processes, such as the application, monitoring, and budgeting of funds to ensure rules and regulations are complied with.
  • Maintains a list of proposed community projects and determines the priority rating of each project based on an analysis of the needs of the grantee and the state.
  • Serves in Emergency Support Function (ESF) #12 -Energy, which provides support to the Nebraska Emergency Management Agency (NEMA) by assisting local, state, tribal, territorial,
and the private sector by coordinating government capabilities, services, technical assistance, and engineering expertise during disasters and incidents that require a coordinated State response related to energy.
  • Other duties as assigned.

The Nebraska Department of Environment and Energy has a full-time opportunity available for an Environmental Specialist II in the Dollar Energy Savings Loan and Energy Planning Section located in Lincoln, Nebraska.

You will serve as an Environmental Specialist II in Dollar Energy Savings Loan (DESL) and Energy Planning Section. You will be responsible to manage energy financial incentive programs and resources available to communities and groups across the State and devise action plans to help those communities access State and Federal financial and technical resources.

Location and address of position: 245 Fallbrook Blvd - Suite #100 - Lincoln, NE

Work schedule: Monday - Friday - 8:00 a.m. - 5:00 p.m. Flexible schedule and 10-hour workdays maybe allowed with management approval.

Dress Code: Business Casual

Qualifications/Requirements

Minimum Qualifications:

Bachelor's Degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community and regional planning, or a related field. Experience may substitute for education on a year-for-year basis.

Other Requirements:
  • Valid driver's license or the ability to provide independent transportation.
  • Occasional overnight travel 5 - 10%.
  • Ability to lift 30 pounds.
  • Ability to maintain regular and reliable attendance.
  • Submit a resume or list on the application specific detailed experience relevant to the position in years and months.
  • Submit a current list of at least professional references (previous employers) with valid telephone numbers.

Preferred:

Bachelor's degree in communications, management, marketing, public administration, business administration, economics, or finance; or bachelor's degree in the physical sciences, natural sciences, environmental science, geology, biology, agronomy, civil engineering, environmental engineering, mechanical engineering, chemical engineering, hydrology, community, and regional planning. Three years' experience in government grants management or in energy, environmental and natural resources, or in business development fields.

Knowledge, Skills & Abilities:

Knowledge of: Methods and practices of the inter-relationships of communications and public relation/information activities; grant and contract management, banking and financial industry, energy efficiency, renewable energy, energy production and/or conservation of natural resources. Data collection, analysis, organization, and report preparation processes; energy issues and trends; state and federal regulations pertaining to energy conservation programs; energy conservation concepts.

Skills: Excellent written and oral communication; prioritizing workloads; analytical and judgment skills; computer application software skills. Quantitative and analytical review; planning and organizing; working independently; being accurate and detailed; making decisions; and working under pressure and meeting deadlines.

Ability to: Work with a variety of people with diverse interests and backgrounds; present new ideas and observations to a variety of people in an easily understood manner; call on potential program participants, financial institutions, and vendors.
