Job Description:
The State Unit on Aging team is seeking a Fiscal Program Manager II within the Developmental Disabilities Division. The Fiscal Program Manager II oversees Older American Act Title III -A, B, C, D, E, and Title VII grants and is responsible for multiple award management across different fiscal years. The budget in these programs is approximately $26 million (federal + state). The position also provides supervision to a team of two Federal Aid Administrators. The ideal candidate will have extensive knowledge and experience in general accounting practices and OMB regulations, particularly in managing federal awards, state sub-awards, and contracts. The position works closely with the Nebraska Area Agency on Aging providers and other partners in the aging and disability network.

Examples of Work: (A position may not be assigned all the duties listed, nor do the listed examples include all the duties that may be assigned.)

• Lead fiscal responsibilities for the State Unit on Aging, managing Older Americans Act formula grants (Title III-A, B, C, D, E, and Title VII).

• Oversee Medicaid Administrative Claiming efforts

• Collaborate closely with Area Agencies on Aging and other organizational partners.

• Initiate and modify sub-awards and contracts as necessary.

• Review and approve reimbursement requests from sub-recipients.

• Monitor performance and compliance of sub-recipients.

• Supervise a small team of two members, ensuring effective workflow and development.

• Prepare and review budgets for various programs.

• Respond to audit requests and ensure compliance with relevant regulations.

• Allocate funding appropriately among programs and partners.

• Communicate and collaborate effectively with internal and external stakeholders.

• Submit required reports to state and federal partners timely and accurately.

Requirements / Qualifications:

Minimum Qualifications: Bachelor's degree in business or public administration, social/behavioral sciences, education, health sciences, public health, education, law or related field and one year experience in program planning, implementation, budgeting, monitoring, evaluating, marketing a program or service and supervising/managing staff. Related coursework, training and/or education may substitute for the Bachelor's degree on a year-for-year basis.

Preferred Qualifications: Experience with federal sub-awards and grant administration, highlighting the importance of strong problem-solving abilities and project management skills. A focus on process improvement is essential, with a preference for candidates possessing a financial background and intermediate Excel skills to handle reporting and data analysis effectively. Supervisory experience is preferred, along with excellent written and verbal communication skills to collaborate with diverse providers and partners across Nebraska effectively.
