Overview

Falconwood is a woman-owned company providing consultation and programmatic support to Department of Defense Information Technology (IT) initiatives and programs. We provide expert advice and consultation on a diverse range of IT subjects, focusing on acquisition, policy, cybersecurity, engineering, and process development.

The IT Portfolio Manager / Functional Analyst will perform multiple tasks related to portfolio management and provide technical and administrative support for several enterprise networks. The position supports management of the US Fleet Forces (USFF) organizational domain IT portfolio, including the development of the IM/IT strategic direction, policy, standards, and guidance for USFF. This role involves managing the Department of the Navy's (DON) Applications and Database Management System (DADMS), Integrated Solution Framework Tools (ISF Tools), Navy Information Technology Approval System (NAV-ITAS), and NMCI/SMIT/EUHW enterprise network services.

This position requires presence onsite with the client at the Naval Support Activity (NSA) Norfolk, VA

Responsibilities

- Manage the DADMS Portfolio, ISF Tools Portfolio, NAV-ITAS Reviews, and NMCI/SMIT/EUHW enterprise network services.- Evaluate and track IT networks, systems, applications, and data centers, ensuring proper registration in DADMS, DITPR-DON, and DCIM.- Support continuous improvement of portfolio management strategies, processes, and procedures aligned with existing DoN processes.- Assist in reviewing IT procurements for compliance with budget, Cybersecurity, ESL, CCA, NDAA, and other DoD, DON, and Navy standards.- Ensure DADMS segment of ITPRs are reviewed and authorized according to OPNAV and USFF direction and conduct threshold audit checks of NAVIFOR prior to weekly USFF ITPR Review.- Review, verify, and track USFF CLIN X47s from SRF to submission for testing and certification.- Develop industry relationships and report performance metrics to senior leadership while continuously improving procurement processes and procedures.- Provide technical and administrative support, including policy/procedures implementation, service ordering, service delivery, asset/account management, seat refresh, VIP support services, and service desk coordination.- Serve as an Echelon Customer Technical Representative (CTR) and act as Subject Matter Expert (SME) for SMIT/EUHW/NMCI policy, governance, and process improvement.- Ensure the necessary planning, outreach, execution, and dissemination of lessons learned/after action reports.- Develop or use existing training materials to provide training on IT Portfolio, NMCI/SMIT/EUHW processes and procedures.- Conduct training sessions for USFF ECH III subordinate commands on various IT topics.- Engage pertinent stakeholders and cross-functional SMEs to manage and coordinate necessary communications that influence objectives and tasks.- Attend working group meetings as requested for backup support.

Qualifications

Required Qualifications:- Active DoD issued Secret Clearance.- Bachelor's degree in Business Administration or Information Technology, and three years of related experience.- Must be qualified IAW DoDM 8140 series DoD Cyberspace work role: Intermediate IT Investment-Portfolio Manager (804).- Experience in an IT operational capacity (e.g., operations/project support, helpdesk).- Strong analytical, problem-solving, and project management skills.

- Capable of working independently while consistently delivering reliable results and effectively collaborating with team members.- Familiarity with U.S. Navy culture, processes, command organizations, and IT infrastructures.- Knowledge of DoD and DON statutory and regulatory requirements.- Familiarity with portfolio management practices.- Proficiency in Microsoft Excel and other MS Office applications.

**Desired Qualifications:**- Advanced Technical writing skills for developing documentation, reports, and training materials.- Ability to provide guidance and direction for sub-tasks of a project.- Skills in system development, operation, database planning and design, network services, conversion and implementation support, project management, and data/records management.- Ability to interpret strategic requirements, perform complex analyses, and resolve complex problems.- Experience in defining and interpreting strategic requirements and providing guidance on strategic issues.
Pay Range

$90,000 - $100,000
