The Nursing Services Supervisor assists the Clinic Manager in providing leadership and management within the assigned clinic. May supervise nursing and non-nursing staff depending on the staff mix in the assigned clinic. The Nursing Services Supervisor is responsible and accountable for the coordination of the operational and clinical activities relating to quality and education, staffing and clinical coordination. Responsible for the design, coordination, delivery, and evaluation of staff training and learning to include classroom and department specific learning. Responsible for applying in-depth knowledge, competencies, and skills in a clinical specialty and ensure adherence to all quality, accreditation and regulatory standards. Assesses, plans, researches, develops, conducts, and evaluates services, continuing education programs and regulatory requirements in collaboration with management. Expertise is utilized in all settings of the assigned clinic. Establishes goals and priorities in accordance with patient care, staff needs, and organizational objectives and in accordance with population specific criteria. Responsible for the day-to- day coordination of the clinic's quality improvement program. Additional responsibilities include but are not limited to personal management to include clinical personnel selection, orientation/training, scheduling (approval of time off requests, staffing to volumes, flexing, etc.), development/mentoring, performance appraisals, coaching and counseling, disciplinary actions, patient care delivery, physician relationships, intradepartmental and interdepartmental activities, quality control and process improvement activities, accreditation and regulatory compliance and fiscal control. Assists in the development of policies and procedures. In the absence of the Clinic Manager, may assume responsibility and accountability for management of assigned areas of the clinic.

Essential Job Functions

• Interprets, supports, and practices the mission and philosophy of Billings Clinic and Regional Team. Responsible for the promotion of, and adherence to, the elements of Billings Clinic's Code of Business Conduct and corporate compliance program.
• Provides leadership within the assigned areas in the accomplishment of organizational/departmental goals and objectives. Performs the functions of interviewing, hiring, scheduling, establishing priorities and assigning workloads, orientation/training, performance appraisals, coaching/counseling, disciplinary up to and including discharge as coordinated with the Clinic Manager or Human Resources. Responsible for adhering to established human resource management policies and procedures.
• Coordinates the development of and implementation of an education, quality, and regulatory compliance plan that addresses individual, departmental and/or the medical specialty and clinic needs. Conducts regular educational sessions and directs the orientation and training of new staff and provides on-going education to staff. Creates an environment in which personnel can realize personal growth and development through active participation in departmental decisions, opportunities for professional growth and consistent application of personnel policies. a) In coordination with local leadership and needs of Billings Clinic develops educational programs and collaborates with other health care providers to assure appropriateness of educational offerings for staff members and patients; maintenance of continuity of care; coordination of resources to facilitate patient's plan of care; and may provide direct and/or indirect patient care. b) Monitors and maintains records of all types of education, in-services and training provided to all levels of staff. Participates in auditing employee files for compliance with accreditation, regulatory and quality initiatives and Billings Clinic policies c) Teaches and/or coordinates CPR training or other certifications, educational programs which are consistent with American Heart Association protocols, monitors and tracks educational compliance with Billings Clinic, collaborates with the Community Training Center and other health care providers to assure appropriateness of educational offerings for individual and community needs. d) Facilitates empowered environment that recognizes and responds to staff's developmental and professional practice needs through mentoring, team building, resource identification and networking. e) Incorporated the 14 forces of Magnetism in transforming the work environments and for enhancing quality of nursing care.
• Plans appropriate staffing practices by maximizing the utilization of resources; forecasts and anticipates the personnel needs of department(s) with regard to fluctuations in the patient workload and productivity standards; maintains staffing at agreed upon budgetary standards. Supports risk management practices and quality improvement activities through leadership, utilizing the knowledge of process improvement principles and quality standards towards improved outcomes, patient care and services.
Monitors and ensures compliance with quality, accreditation, and regulatory standards. Prevents, minimizes and/or corrects risks to patients, families, physicians, and other health care providers. Investigates unusual occurrences and follows appropriate procedure.
Maintains competency in all organizational, departmental, and outside agency environmental, employee or patient safety standards relevant to job performance and ensures staff adherence to the same.
Accountable for the development of methodologies to fulfill the clinic's objectives and initiatives for quality measurement, management, and improvement.
Educates and assists local Leadership and Regional Operations team in identifying and capitalizing upon opportunities for improvement and facilitates cross-functional team development, when appropriate.
Identify and arrange for consulting assistance from internal or Billings Clinic sources as required to meet the quality, accreditation and/or regulatory needs of the clinic.
Ensures tools or models to aggregate data for monitoring and analysis of processes within the clinic are developed, utilized, and maintained.
Accountable for organizational preparation and readiness for accreditation processes and regulatory compliance
Provides support for resolution of customer complaints and issues related to the quality of patient care and/or services. Coordinates with Quality Resources and/or Risk Management departments as appropriate.
• Assists Clinic Manager with the development, implementation and maintenance of departmental policies, procedures, and practices to ensure quality of care and a safe environment for patients and staff.
• Organizes ongoing communication between all health care providers regarding aspects of patient care and departmental functions. Acts to resolve conflicts in a timely manner. Develops collaborative relationships with physicians and advanced practice providers to enhance quality practice and quality outcomes. Provides consultation for patients care related concerns and acts as a patient and staff advocate as needed.
• Participates, as needed in both short- and long-term planning for departmental functions and budgetary processes and fiscal control.
• Utilizes process improvement principles to assess and improve the quality of patient care. Develops quality and educational initiatives as appropriate based on patient satisfaction scores, medication error data, employee satisfaction scores, accreditation and/or regulatory compliance, and/or other quality indicators as identified.
• Maintains and displays an appropriate degree of clinical expertise as appropriate. Performs daily rounds and works on the floor on a regular basis. Acts as a resource for physicians, other health care providers, patients, and families. Identifies needs and sets goals for own professional growth and development, meets all mandatory system/departmental educational requirements. Maintains knowledge of current clinical trends and developments as it relates to job scope.
• Supports and models behaviors consistent with Billings Clinic's mission, vision, values, code of business conduct and service expectations. Meets all mandatory organizational and departmental requirements. Maintains competency in all organizational, departmental, and outside agency standards as it relates to the environment, employee, patient safety or job performance.
• Performs other duties as assigned or as needed to meet the needs of the department/organization. Provides back up and participates in staffing as needed and/or appropriate.

Minimum Qualifications

Education

• Four (4) year Bachelor's Degree in Nursing (BSN) or Bachelor of Arts in Nursing (BAN)

Experience

• One (1) year leadership experience preferably in a healthcare setting

Certifications and Licenses

• Healthcare Provider CPR certification required - At hire
• Current Montana license as Registered Nurse - At hire
