Voyatek is seeking applicants to occupy the position of
Level 2 Business Analyst to join our NYS Integrated Eligibility System Team located in Albany, NY. This role is
Hybrid (50%) and is a long term contract,
27 months. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.
Key Responsibilities: The BA will conduct requirements analysis of existing systems processes and elicit, analyze, and document requirements for the implementation of the Fair Hearings System. The BA may also perform quality assurance tasks such as building test cases and automation.
Examples of tasks include:
- Identify and document as-is and to-be IES system requirements and design using the IES prescribed business analysis methodology and tools including but not limited to process flows, user stories, data dictionaries, user interface specifications, mockups, and prototypes.
- Conduct systems analysis on legacy mainframe systems and document business rules.
- Meet with relevant stakeholders, including agency and local district subject matter experts, users, and executive teams to elicit requirements.
- Produce quality work products that reflect and ensure system planning, design, and delivery are in line with business needs.
- Build test cases and utilize specified tools to assist with organization of findings
- Conduct work product peer reviews and assist in internal review process.
- The candidate selected is expected to travel during this engagement. Travel may range from 10-25% depending on assignments. Travel will occur throughout New York State and may involve several overnight stays depending on the location and the work required; length and mode of travel will vary depending on the work assignment.
Mandatory Qualifications: Level II- Between four (4) and seven (7) years of experience as a Business AnalystBetween four (4) and seven (7) years of client focused requirements analysis experience in performing the duties of a business analyst, including but not limited to: conducting business and/or systems analysis, elicitation, and validation of requirements, and producing requirements documentation, and creating/validating test scripts.Between four (4) and seven (7) years of experience working on enterprise level software development projects with an active role in working with a wide range of stakeholders, including but not limited to: Customers, Project Managers, Technical Teams, and other Business Analysts.Desirable Qualifications: Between four (4) and seven (7) years of experience working in or with the subject matter of legal, or adjudicative, court hearings, fair hearings, appeals or court procedure and processes. Between four (4) and seven (7) years of experience analyzing and validating mainframe system requirements from existing legacy systems, like COBOL.Between four (4) and seven (7) years of experience with business process reengineering and optimization, including analyzing and formulating To-Be processes and requirements.Between four (4) and seven (7) years of experience implementing web based, client facing applications and aligning requirements with federal standards, conditions, and regulations.Between four (4) and seven (7) years of experience working with test plans, test cases, automated tests, and tracking defects.The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions. This includes, but is not limited to, skill sets, experience and training, licensure and certifications, and geographic location. At Voyatek, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A range for this position would be $60.00-$70.00 per hour.
