Police Officer IIIDescription/Job Summary

Overview: Reporting to the Police Officer Supervisor, the Police Officer III provides the full range of certified law enforcement service, performing campus policing to ensure the safety and security of the College, its students, employees, guests, buildings, and property. The Police Officer III enforces applicable federal, state, and local laws within the diverse environment of an urban commuter campus.

Responsibilities/Duties

A Police Officer III is responsible for:

  • Assisting the Police Officer Supervisor in supervising a shift consisting of Police, Building Guards and Contractual Security personnel in order to ensure that personnel are on post and following policy and procedures
  • Ensuring all posts are staffed by making post assignment schedules and distributing them to personnel in order to ensure that rotating posts are fairly assigned and covered
  • Training and instructing Police, Building Guards and Contractual Security personnel in order to ensure that personnel are well versed on laws, regulations, and policy procedures.
  • Reviewing initial police reports from the patrol section in order to assure that reports are filled out properly and personnel are trained to accurately complete reports.
  • Preparing reports regarding performance and disciplinary problems of police officers and security personnel
  • Reporting any malfunctions of building mechanical equipment, safety hazards and conditions of outdoor lighting
  • Responding to calls for assistance and emergency service and taking appropriate action
  • Conducting the investigation of incidents reported on the shift
  • Conducting or assist with surveillance and in serving warrants and summonses
  • Preparing or assist with cases for court, including testifying in court
  • Providing the public with safety information
  • Conducting community related public safety programs
  • Collaborating with local and state law enforcement agencies when needed
  • Directing traffic and assisting with crowd control
  • Performing office duties as answering telephones, dispatching, issuance of parking permits and providing general information
  • Perform related duties as assigned


Required Knowledge, Skills and Abilities:

  • Ability to communicate effectively, both orally and in writing
  • Ability to interpret and apply laws, policies, and procedures
  • Ability to train and/or lead lower-level law enforcement and security personnel
  • Ability to establish and maintain effective working relationships with all members of the college community including students, faculty, staff, and administrators in a multicultural environment.
  • Ability to operate a police car, police radio and other equipment or weapons as required (i.e. side handle baton, handcuffs, first aid equipment, etc.)
  • Ability to work effectively under pressure
  • Ability to quickly analyze complex, sensitive and/or hazardous situations and issues and quickly devise solutions and action plans
  • Ability to exercise sound judgment in evaluating situations and in making decisions
  • Knowledge of modern law enforcement practices
  • Knowledge of the principles and methods of crime investigation, techniques of interrogation, and identification and preservation of physical evidence
  • Knowledge of the laws and protocols of arrest and evidence
  • Knowledge of the principles and methods of crime prevention
  • Knowledge of the principles and practices of crowd control and group behavior
  • Knowledge of police communications equipment
  • Skill in the use of police equipment


Work Environment:

This position regularly works both indoors and outdoors. The position also works under exposure to injury resulting from dangerous weapons, physical violence, moving traffic or hazardous physical activities; works in all types of weather conditions and at all times of day; operates motor vehicles at high speeds for pursuit or emergency response purposes; and interacts with individuals under physical and/or emotional stress. The position is subject to call-in during emergencies and staffing shortages and may work a rotating shift, holidays, and weekends.


Physical Demands:

Duties require physical health, strength, agility, and stamina. The work may entail sitting, standing, walking, running bending, stooping, reaching, lifting, crawling, kneeling, climbing, and lifting and transporting both objects and persons. Work requires eye-hand coordination, manual dexterity, near vision acuity, and the ability to see and read printed material and computer screens. Duties involve oral, written, electronic and telephonic communication.


This position is not subject to the Law Enforcement Officers Bill of Rights (LEOBR) or to the Maryland Police Accountability Act (MPAA). By accepting this position, the successful applicant/employee agrees to waive any and all rights that arise under the LEOBR or the MPAA.


Required Skills

SPECIAL REQUIREMENTS

1. Selection standards for police officer certification are established by the Police Training Commission in accordance with Article 41, Section 4 201 of the Annotated Code. These selection criteria are listed in detail in the Code of Maryland Regulation Title 12, Subtitle 04, Chapter 01 and include the following: U.S. Citizenship Must be at least 21 years of age Satisfactory background investigation, including a check of criminal history Oral interview Physical examination Possession of a driver's license valid in the State of Maryland.


2. Employees are subject to call-in on a 24 hour basis and must provide a telephone number where they can be reached.


3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis as required by the Police Training Commission.


4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Required QualificationsMinimum Qualifications:

High School diploma or G.E.D. certificate acceptable to the Maryland State Board of Education as described in the Police Training Commission regulation.

Minimum of (8) years of experience in certified law enforcement.

Must be currently employed as a Maryland Police Training Commission Certified Police Officer; OR be formerly employed as such with a lapse in service no greater than three years; OR demonstrate ability to obtain certification as described in the Code of Maryland Regulations (COMAR)

Must possess an unrestricted non­commercial driver's license valid in the state of Maryland

Preferred QualificationsPreferred Qualifications:

(10) years' experience preferred; 1-year supervisory experience in a law enforcement agency.

Experience in an institution of Higher Education.
