Tactica Solutions LLC is seeking an experienced and qualified Procurement Specialist to support a Systems Engineering & Technical Assistance (SETA) contract with the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, Engineer (DCSENG) for facilities engineering & sustainment and environmental planning & compliance.

Duties and Responsibilities

• Provide recommendations to optimize procurement operations, increase efficiency, and coordinate corrective action activities to resolve issues.
• Maintain, track, and report the status of procurement actions, by priority, vendor, location, delivery date, and cost.
• Coordinate and negotiate with vendors to determine the best quality, fair and reasonable pricing, and optimal delivery dates for materiel, equipment, supplies, and services.
• Request, review, and evaluate purchase orders for completeness and accuracy, and ensure applicable contract flow down clauses, and terms and conditions are included.
• Prepare Independent Cost Estimates (IGE), competitive bid Requests for Quote (RFQ), price analyses, Technical Evaluations, and sole or single source justification documentation.
• Ensure purchases comply with applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) policies.
• Interface with financial personnel in matters related to funding availability, cost reconciliation, and discrepancy resolution.
• Create, manage, and maintain files, folders, databases, and correspondence.
• Establish, collaborate, and maintain professional relationships with team members, customers, vendors, suppliers, and partners.
• Other duties, as assigned.

Compensation Minimum: $60,000.00

Compensation Maximum: $80,000.00

Job Requirements:

Knowledge, Skills, and Abilities

• High School Diploma or GED.
• Minimum of three (3) years of relevant experience supporting internal and external stakeholders.
• Proficient working in a flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.
• Possess excellent time management, good judgment, conflict resolution, and excellent written, oral, negotiation, and interpersonal communication skills.
• Must be highly proficient using MS Office software applications (Word, Excel, PowerPoint, SharePoint, Teams, Outlook).
• Ability and willingness to occasionally travel in support of customer requirements.
• U.S. citizenship required to obtain and maintain a U.S. government issued security clearance at the appropriate level for the duration of the contract Period of Performance.

Preferred Qualifications

• Bachelor's Degree.
• Knowledge of U.S. Army rank and grade structure, and government civilian pay scale equivalencies.
• DCMA Contractor Purchasing System Review (CPSR) procedures and audit familiarity.
• Understanding of contract CLIN / SLIN / ACRN breakdown structures.
• Experience coordinating and tracking materiel shipments to OCONUS locations.
• Experience with database development with a user interface dashboard to track purchases, automated financial calculations, and report real-time status updates.
• Active security clearance with current investigation.

Physical Requirements: Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weight up to thirty (30) pounds as necessary.
