Academic Req: Required - Bachelor's degree in business administration, Human Resources, Emergency Management, Public Health/Administration, or a related field is required. Alternatively, five (5) years of paid experience in emergency management, staffing coordination, or related fields may be considered in lieu of the degree.

Certifications: None required. Former Emergency management coordinator, Firefighting or EMS certification/license is highly preferred, though not mandatory for the role.

Experience Req: Required - A minimum of three (3) years of experience in staffing coordination, recruitment, or scheduling, ideally within emergency management or a related field. At least three (3) years of supervisory experience, including managing staff and coordinating deployment efforts within a team environment. Bilingual skills are also highly preferred, especially in regions with diverse populations.

Critical Action Items & Measurable Deliverables:
1. Lead Recruitment & Outreach Efforts:
Build and maintain a robust pool of qualified personnel by conducting community outreach and recruiting new reservists.
2. Ensure Compliance & Track Reservist Status:
Oversee and ensure all reservists meet medical, contractual, and training requirements, tracking their compliance in real-time.
3. Coordinate Deployment & Activation of Reservists:
Manage the full deployment cycle, from identifying and assigning personnel to mission taskings through to activation, deployment, and demobilization.
4. Develop and Implement Training & Resources:
Create and maintain training materials, resources (e.g., handbooks, checklists), and ensure PRN staff are continuously trained and prepared for deployments.
5. Provide Timely Staffing & Compliance Reports:
Generate and deliver staffing and compliance reports to meet contract requirements, operational needs, and leadership requests.

Other Responsibilities:
1. Supervise & Support PRN Staff:
Oversee the Personnel Systems Specialist and other PRN staff to ensure smooth coordination of staffing and deployment tasks.
2. Manage Deployment Communication & Orientation:
Lead communication planning for deployments, ensuring personnel are informed and provide necessary orientation and just-in-time training to deployed staff.
3. Track Availability & Qualifications:
Monitor and maintain real-time tracking of reservist availability, qualifications, and roster status to ensure optimal deployment readiness.
4. Support After-Hours/On-Call Coverage:
Partner with the full-time team to manage after-hours and on-call responsibilities, ensuring 24/7 availability for urgent deployment needs.
5. Ensure Process Improvement & System Optimization:
Identify and recommend improvements to staffing processes, systems, and communication tools to enhance efficiency and effectiveness.
6. Maintain Personnel Records & Historical Documentation:
Keep accurate and up-to-date records of personnel, deployments, and qualifications, and track trends to inform future staffing strategies.

Requirements:
1. Demonstrated understanding of staffing requirements for emergency response and disaster management, with the ability to assess and address resource gaps in real-time.
2. Must be able to work flexible hours, including nights, weekends, and holidays, to support emergency response and deployment operations. The position requires deployment readiness and responsiveness to urgent staffing needs.
3. Exceptional verbal and written communication skills, with the ability to clearly convey information to diverse audiences. Proven ability to build effective relationships with internal teams, external stakeholders, and deployed personnel.
4. Ability to make quick, informed decisions in high-pressure, fast-paced environments, ensuring efficient resource allocation and staffing during critical operations.
5. Ability to effectively juggle multiple tasks and responsibilities while maintaining a methodical approach to prioritizing tasks and meeting deadlines.
6. Practical experience using WebEOC for emergency management operations and Salesforce for managing personnel data, ensuring accurate tracking of availability, compliance, and deployment status.
7. A valid U.S. driver's license and the ability to pass a comprehensive background check and drug screening, ensuring eligibility for deployment and compliance with safety standards.
