Job Description:

ECS is seeking a talented Solutions Engineer to support the Department of Homeland Security's (DHS) Continuous Diagnostics and Mitigation (CDM) Dashboard Ecosystem Program. The CDM Dashboard Program provides cybersecurity tools, integration services, and dashboards to participating agencies to support them in improving their respective security posture. CDM is a large, DHS-managed program which is comprised of several large contracts and various services. ECS is delivering the next generation CDM Dashboard which increases visibility and insight in federal agencies' cybersecurity posture by aggregating, displaying, and reporting data collected from tools and sensors deployed on agencies' networks that report to a DHS-managed Federal Dashboard. The CDM Dashboard is comprised of multiple Commercial Off the Shelf (COTS) and open source products, software configuration packages, and custom code which work together to operate as a single solution tailored to meet DHS requirements. Core technologies include Elasticsearch and Kibana.

ECS is responsible for designing the complete CDM Dashboard solution and for developing and delivering custom components that work with the prescribed, pre-installed COTS and open source components. ECS is also deploying, operating, and maintaining the CDM Federal Dashboard and a subset of Agency Dashboards hosted in a DHS-managed AWS environment under the Agency Dashboard as a Service (DBaaS) offering. CDM DEFEND System Integrators (SIs) are responsible for the installation, configuration, operations and maintenance of the CDM Agency Dashboard which operates in agency environments. Specific task areas within the CDM Dashboard contract include: Requirements Management, Design and Analysis, Development, Testing, Knowledge Management and Communications, Training, Helpdesk Support, Security Support, Deployment Services and Operations & Maintenance.

Effective solution engineering begins with a deep understanding of requirements and customer needs and matches them with technology and processes aligned with architecture principles. The Solutions Engineer will prototype, develop proofs of concept, and conduct future state architecture solutioning. The successful candidate will work closely with technical leaders, program leads, and the solution team to support efforts with evaluating technology best practices, development of low level designs, and implementing standards.

The ideal candidate will be capable of validating initial stakeholder requests, evaluating technologies, and providing low-level solution design and guidance on implementation. This role will involve working across teams with the goal of optimizing development, delivery, and operations of our solution. Motivation to explore problems to find creative solutions and grow existing skillsets is a must.

Required Skills:

  • US citizenship and ability to acquire Public Trust Suitability
  • 6+ years managing, designing, building, and implementing enterprise technology solutions with a focus on solution security, scalability, performance, maintainability, and cost optimization
  • 4+ years designing, building, deploying, securing, and managing solutions within Cloud environments for Federal customers (AWS GovCloud preferred)
  • 3+ years with Elasticsearch or similar data management technologies
  • 2+ years as a technical architect defining solution vision and direction
  • Experience integrating multiple information systems, such as application integration utilizing standard or custom API interfaces
  • Familiarity with federal security standards and polices, including but not limited to NIST 800-53, FISMA, and FIPS 140-2 & 3
  • Experience operating in environments subject to federal security policy, security by design approach, and relevant security fundamentals
  • 2+ years in requirement definition based on engineering plans
  • Experience eliciting, analyzing, and negotiating requirements with stakeholders to optimize outcomes and achieve the most critical program objectives.
  • Experience producing technical documentation to communicate system designs and technological analysis

Desired Skills:
  • Familiarity with the .gov Cyber Mission Space and legal constraints applicable to civilian Government Agencies (FISMA, FIPS, SecOps, etc.)
  • Experience with DevSecOps
  • Experience with Elastic Cloud Enterprise product suite
  • Experience in assessment, evaluation, and documentation of client environment, infrastructure, process, and operations
  • Experience in data modeling, visualization, metric dashboards, and other reporting systems
  • Understanding of the DHS CDM Program, cybersecurity requirements, and mandates
  • Understanding of program languages, limitations they may have on implementation of systems to include Python, Java, etc., and additional software development best practices for system consideration
